 1                          HOUSE RESOLUTION

 2        WHEREAS, Self-service gas stations have  proliferated  in
 3    this  country  and in this State because they offer consumers
 4    an opportunity to purchase gasoline at lower prices; and

 5        WHEREAS, A driver who buys  gasoline  at  a  self-service
 6    pump  must have a certain amount of mobility and dexterity to
 7    operate the pump and dispense gasoline into a vehicle; and

 8        WHEREAS, Many disabled persons and  senior  citizens  are
 9    fully  capable of driving a vehicle but may lack the mobility
10    or dexterity to comfortably use a self-service gas pump; and

11        WHEREAS, Disabled persons and senior  citizens  ought  to
12    have   the   same   opportunity   to   purchase  gasoline  at
13    self-service pumps as other persons; and

14        WHEREAS, This State should make an effort to increase the
15    ease with which disabled persons and senior citizens are able
16    to take advantage of opportunities to  purchase  gasoline  at
17    self-service pumps; and

18        WHEREAS,  Resolution of this issue by mutual agreement of
19    the  petroleum  industry  and  disabled  persons  and  senior
20    citizens is desirable to ensure that the interests of all the
21    citizens of this State are protected; therefore, be it

22        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
23    NINETY-FIRST  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
24    that the General Assembly requests the  Department  of  Human
25    Services,  in  its capacity as successor to the Department of
26    Rehabilitation  Services,  to  coordinate  meetings   between
27    representatives of petroleum marketers and distributors doing
28    business   in   this  State  and  representatives  of  groups
29    representing disabled persons and senior citizens to  develop
30    a  comprehensive  plan  for  providing  for the dispensing of
31    gasoline into vehicles driven by disabled persons and  senior

 1    citizens  at  self-service  gas  stations  and  for otherwise
 2    ensuring that disabled persons and senior  citizens  have  an
 3    adequate opportunity to purchase gasoline at self-service gas
 4    stations; and be it further

 5        RESOLVED,  That  the General Assembly requests that these
 6    representatives report their plan to the Department of  Human
 7    Services,  and  that  the  Department  report the plan to the
 8    General Assembly by August 31, 1999; and be it further

 9        RESOLVED, That a copy of this resolution  be  transmitted
10    to the Director of Human Services.
