 1                          HOUSE RESOLUTION

 2        WHEREAS, The issue of obscenity is a  problem  of  public
 3    concern within the State of Illinois; and

 4        WHEREAS,   The   Internet,  computer  networks,  and  the
 5    dissemination of pornographic material is a  growing  problem
 6    in the State of Illinois; and

 7        WHEREAS,  Many  Illinois citizens are concerned about the
 8    regulation  of  obscenity,  especially  now  that   obscenity
 9    affects computer interlibrary transfers; and

10        WHEREAS,   The  State  of Illinois has 102 counties; each
11    county has a different and diverse  composite  of  religious,
12    ethnic, and economic interests among its citizens; and

13        WHEREAS, It is the responsibility of the Illinois General
14    Assembly   to   take   into   consideration  this  diversity;
15    therefore, be it

16        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
17    NINETY-FIRST  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18    there  is  created  the   Obscenity   Regulation   Commission
19    consisting of 6 members:  3 to be appointed by the Speaker of
20    the  House  of  Representatives, and 3 to be appointed by the
21    Minority Leader of the House of Representatives to study  and
22    report  on the pervasiveness and availability of obscenity to
23    minors and the ability of  local  communities  to  deal  with
24    siting  issues  in  the  counties  of  the State of Illinois;
25    members of the Commission shall  serve  without  compensation
26    but  shall  be  reimbursed for their reasonable and necessary
27    expenses from funds appropriated for that purpose; and be  it
28    further

29        RESOLVED, That the Commission shall meet initially at the
30    call  of  the  Speaker of the House of Representatives, shall
31    select one member as  chairperson  at  its  initial  meeting,

 1    shall  thereafter  meet at the call of the chairperson, shall
 2    hold  public  hearings,  shall  receive  the  assistance   of
 3    legislative   staff,   and  shall  report  its  findings  and
 4    recommendations on how to correct the problems  dealing  with
 5    the  issue  of  obscenity  to the House of Representatives by
 6    January 1, 2000; and that upon  reporting  to  the  House  of
 7    Representatives, the Task Force shall be dissolved; and be it
 8    further

 9        RESOLVED,  That  suitable  copies  of  this resolution be
10    presented to the Speaker of the House of Representatives  and
11    the Minority Leader of the House of Representatives.
