 1                          HOUSE RESOLUTION

 2        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
 3    NINETY-FIRST  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
 4    the Rules of the House of Representatives of the Ninety-first
 5    General Assembly are amended by changing Rule 57 as follows:

 6         (House Rule 57)
 7        57.  Appealing a Ruling.
 8        (a)  If  any  appeal  is  taken  from  a  ruling  of  the
 9    Presiding Officer, the Presiding Officer shall  be  sustained
10    unless  71  of  the  members  elected  vote  to  overrule the
11    Presiding Officer.  Notwithstanding  Rule  52,  debate  on  a
12    motion to appeal is limited to a 2-minute presentation by the
13    Principal  Sponsor  or  a  member designated by the Principal
14    Sponsor, a 2-minute presentation by a member in response, and
15    one-minute for the Principal  Sponsor  to  close  debate,  or
16    yield  to  other members.  A motion to appeal is not in order
17    if the House has conducted  intervening  business  since  the
18    ruling at issue was made.
19        (b)  If  any appeal is taken from a ruling of a committee
20    Chairperson,  the  Chairperson  shall  be  sustained   unless
21    three-fifths   of   those  appointed  vote  to  overrule  the
22    Chairperson.  A motion to appeal  is  not  in  order  if  the
23    committee  has  adjourned  or  recessed,  or  if  intervening
24    business  has  occurred.   In  the case of special committees
25    with Co-Chairpersons from different  political  parties,  the
26    "Chairperson" for purposes of this Rule is the Co-Chairperson
27    from the majority caucus.
28        (c)  In an appeal of a ruling of the Presiding Officer or
29    Chairperson, the question is:  "Shall the ruling of the Chair
30    be sustained?"
31        (d)  This  Rule  may be suspended only by the affirmative
32    vote of 71 members elected.
