1 HOUSE JOINT RESOLUTION
2 WHEREAS, It is the policy of the State of Illinois to
3 celebrate the work of conscientious Illinoisans by naming
4 structures and facilities in their honor; and
5 WHEREAS, Throughout the City of Springfield -- Illinois'
6 seat of government -- there are structures named for
7 presidents, senators, representatives, and dedicated civil
8 servants; and
9 WHEREAS, Few Illinois citizens have devoted as much time
10 and energy on behalf of shaping sound public policy as
11 Kenneth R. Boyle; and
12 WHEREAS, Much of Mr. Boyle's professional life was
13 dedicated to the administration of justice through service as
14 the State's Attorney of Macoupin County; and
15 WHEREAS, It was through that service that he learned of
16 the need for creating and fostering a network for local
17 prosecutors to improve professionalism and to provide a
18 framework to combat crime and litigate appellate criminal
19 proceedings with the same sophistication as that available to
20 the defense; and
21 WHEREAS, In that regard, Kenneth R. Boyle helped create
22 the State's Attorneys Appellate Service Commission, serving
23 as its chairperson and executive director of the successor
24 State's Attorneys Appellate Prosecutor's Office; therefore,
25 be it
26 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
27 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
28 SENATE CONCURRING HEREIN, that in recognition of these
29 contributions and many others, the current headquarters of
30 the State's Attorneys Appellate Prosecutor's Office at 725
31 South Second Street be named the Kenneth R. Boyle Center and

1 that a suitable plaque be erected at the site.
