 1                       HOUSE JOINT RESOLUTION

 2        WHEREAS,  The  State's  objective  is  to  establish   an
 3    efficient   system   of   high   quality  public  educational
 4    institutions and services at  the  elementary  and  secondary
 5    school levels; therefore, be it

 6        RESOLVED,  BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-
 7    FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  THE  SENATE
 8    CONCURRING  HEREIN,  that  there  is  created the School Code
 9    Review Committee  consisting  of  one  member  of  the  House
10    appointed  by  the  Speaker  of  the House, one member of the
11    House appointed by the Minority  Leader  of  the  House,  one
12    member  of  the  Senate  appointed  by  the  President of the
13    Senate, one member of the Senate appointed  by  the  Minority
14    Leader  of  the  Senate,  and  a chairperson appointed by the
15    Governor, all of whom shall be appointed within 30 days after
16    adoption  of  this  resolution  and   shall   serve   without
17    compensation but shall be reimbursed for their reasonable and
18    necessary expenses from funds available for that purpose; and
19    be it further

20        RESOLVED,  That the committee may meet at the call of the
21    chairperson or by a vote of the majority of  the  members  at
22    any  time after the appointment of a majority of the members,
23    shall receive the assistance of the State Board of Education,
24    including  the  provision  of  staff,   shall   undertake   a
25    comprehensive  and  thorough  review  of every Article of the
26    School  Code  and  related  laws,  rules,   and   regulations
27    impacting   Illinois   K-12   schools   with  the  intent  of
28    eliminating unnecessary and  burdensome  mandates  on  school
29    districts,   increasing   accountability  and  efficiency  in
30    schools,   returning   control   of   school   districts   to
31    locally-elected school officials,  teachers,  administrators,
32    and  parents,  and  improving  the educational performance of
33    students,  and  shall  issue  a  report  detailing   specific

 1    recommended  changes  to  the  School  Code  to  the  General
 2    Assembly  and  the  Governor  on or before April 1, 2001; and
 3    that upon issuing its report the committee is dissolved.
