 1                       HOUSE JOINT RESOLUTION
 2                      CONSTITUTIONAL AMENDMENT

 3        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
 4    NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF  ILLINOIS,  THE
 5    SENATE  CONCURRING  HEREIN,  that there shall be submitted to
 6    the electors of the State for adoption or  rejection  at  the
 7    general  election  next occurring at least 6 months after the
 8    adoption of this resolution a proposition to amend Section  7
 9    of Article V of the Illinois Constitution as follows:

10                              ARTICLE V
11                            THE EXECUTIVE

12        (ILCON Art. V, Sec. 7)
13    SECTION 7. VACANCIES IN OTHER ELECTIVE OFFICES
14        If  the Attorney General, Secretary of State, Comptroller
15    or Treasurer fails to qualify or if his or her office becomes
16    vacant, the Governor shall fill the  office  by  appointment.
17    The  appointee  shall  hold  office until the elected officer
18    qualifies or until a successor is elected  and  qualified  as
19    may be provided by law and shall not be subject to removal by
20    the  Governor. If the Lieutenant Governor fails to qualify or
21    if his or her office becomes vacant, it shall  remain  vacant
22    until the end of the term.

24                              SCHEDULE
25        This  Constitutional  Amendment  takes  effect upon being
26    declared adopted in accordance with Section 7 of the Illinois
27    Constitutional Amendment Act.
