 1        AN ACT concerning campaign contributions.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The  Election  Code  is  amended  by   adding
 5    Section 9-25.5 as follows:

 6        (10 ILCS 5/9-25.5 new)
 7        Sec.   9-25.5.   Office  of  the  Governor  contributions
 8    prohibited.
 9        (a)  An employee under the jurisdiction of  the  Governor
10    may  not  solicit  contributions  for  or  on  behalf  of the
11    Governor or his or her political committee, regardless of the
12    time, place, or manner of solicitation.
13        (b)  For the purposes of this Section, an employee  under
14    the  jurisdiction  of  the  Governor means a salaried full or
15    part-time State employee or salaried appointed officer of any
16    office, agency, department, board, or  commission  under  the
17    jurisdiction of the Office of the Governor.
18        (c)  A  violation of this Section constitutes grounds for
19    disciplinary action against the violating employee, up to and
20    including suspension from or  termination  of  employment  or
21    dismissal  from  appointed  office.   The penalty provided in
22    this subsection is in place of, and not in addition  to,  any
23    other  penalty  prescribed by this Article for a violation of
24    this Article.
25        (d)  Nothing in this Section prohibits an employee  under
26    the   jurisdiction   of  the  Office  of  the  Governor  from
27    soliciting  contributions  from  the  employees  of   another
28    executive  branch constitutional officer or any other person,
29    to the extent that solicitation is not otherwise prohibited.

30        Section 99.  Effective date.  This Act takes effect  upon
