 1        AN ACT in relation to the Illinois Africa Trade Program.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The Civil Administrative Code of Illinois is
 5    amended by adding Section 605-613 as follows:

 6        (20 ILCS 605/605-613 new)
 7        Sec. 605-613.  Illinois Africa Trade Program.
 8        (a)  Utilizing  funds  appropriated  for   the   purposes
 9    specified  in this Section, the Department shall establish an
10    Illinois Africa Trade Program for the  purpose  of  assisting
11    small  and medium-sized Illinois businesses and manufacturers
12    in exporting their products to African nations and  assisting
13    companies   from  African  nations  interested  in  exporting
14    products to or investing in Illinois.   In  conjunction  with
15    administering   an   Illinois   Africa   Trade  Program,  the
16    Department shall pursue  incentive  programs  that  encourage
17    African  governments to locate trade or commercial offices in
18    Illinois.
19        (b)  The Department  shall  coordinate  with  appropriate
20    organizations  and educational institutions, and may contract
21    with individuals or  entities  considered  qualified  by  the
22    Department,  relative  to  the development of a comprehensive
23    plan to  expand  trade  between  Illinois  and  Africa.   The
24    coordination   may   encompass   market  development,  market
25    promotion  and  research,  and  educational  and  information
26    services relative to the expansion of trade between  Illinois
27    and the African nations.
28        (c)  The  Department  may  develop  and  administer other
29    programs it  considers  advisable  and  appropriate  for  the
30    purpose   of  collecting  and  disseminating  to  prospective
31    manufacturers and businesses information regarding export  to

 1    and from and foreign investment by and in African nations.

 2        Section  99.  Effective date.  This Act takes effect upon
 3    becoming law.
