 1        AN ACT regarding appropriations.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The following sums, or so much thereof as may
 5    be necessary, respectively, are appropriated to the President
 6    of the Senate and the Speaker of the House of Representatives
 7    for furnishing the items provided in Section 4 of the General
 8    Assembly  Compensation  Act  to  members  of their respective
 9    houses  throughout  the  year  in   connection   with   their
10    legislative duties and responsibilities and not in connection
11    with any political campaign, as prescribed by law:
12    To the President of the Senate.................. $  3,953,000
13    To the Speaker of the House of
14      Representatives...............................    6,726,000
15        Total                                         $10,679,000

16        Section  10.   Payments  from the amounts appropriated in
17    Section 5 hereof shall be made only upon the  delivery  of  a
18    voucher approved by the member to the State Comptroller.  The
19    voucher shall also be approved by the President of the Senate
20    or  the  Speaker  of the House of Representatives as the case
21    may be.

22        Section 15.  The following named sums, or so much thereof
23    as may  be  necessary,  respectively,  for  the  objects  and
24    purposes  hereinafter  named,  are  appropriated  to meet the
25    ordinary and contingent expenses of the Senate:
26    For the  ordinary  and  incidental  expenses  of
27        legislative leadership and legislative staff
28        assistants:
29        President................................... $  4,689,899
30        Minority Leader.............................    4,689,899

 1    For  the  ordinary  and  incidental  expenses of
 2        committees,   the    general    staff    and
 3        operations,  per diem employees, special and
 4        standing  committees  of  the   Senate   and
 5        expenses incurred in transcribing and
 6        printing of Senate debate...................    3,673,186
 7    For  the ordinary and incidental expenses of the
 8        Senate, also  including  the  purchasing  on
 9        contract  as  required  by  law of printing,
10        binding, printing paper, stationery and
11        office supplies.............................      194,876
12    For allowances for the particular and additional
13        services appertaining to or entailed by  the
14        respective  officers  of the Senate named in
15        and  in  accordance   with   the   following
16        schedule:
17        President...................................       76,014
18        Minority Leader.............................       76,014
19    For travel, including expenses to Springfield of
20        members  on  official  legislative  business
21        during weeks when the General Assembly is
22        not in session..............................       52,530
23        Total                                         $13,035,371

24        Section  20.   The sum of $629,021, or so much thereof as
25    may be necessary, is appropriated for the use of  the  Senate
26    standing committees for expert witnesses, technical services,
27    consulting   assistance   and   other   research   assistance
28    associated  with  special  studies  and  long  range research
29    projects which may be requested by the standing committees.

30        Section 22.  The following named sums, or so much thereof
31    as  may  be  necessary,  are  appropriated  for  expenses  in
32    connection with the planning and preparation of redistricting

 1    of legislative and representative districts  as  required  by
 2    Article IV, Section 3 of the Illinois Constitution of 1970:
 3        For the Senate President ................... $    750,000
 4        For the Senate Minority Leader .............      750,000
 5        Total                                          $1,500,000

 6        Section  25.  The  sum  of $64,581, or so much thereof as
 7    may be necessary, is appropriated from the  General  Assembly
 8    Operations  Revolving Fund to the Office of the President, to
 9    meet the ordinary and contingent expenses of the Senate.

10        Section 30.  The following named sums, or so much thereof
11    as may  be  necessary,  respectively,  for  the  objects  and
12    purposes  hereinafter  named,  are  appropriated  to meet the
13    ordinary, incidental and contingent  expenses  of  the  House
14    Majority and Minority Leadership Staff and Office operations:
15        For the Speaker............................. $  4,199,722
16        For the Minority Leader.....................    4,199,722
17        Total                                          $8,166,252

18        Section 35.  The following named sums, or so much thereof
19    as  may  be necessary, are appropriated to meet the ordinary,
20    incidental and contingent expenses of the House Majority  and
21    Minority Leadership Staff and the general staff:
22        For the Speaker............................. $    325,583
23        For the Minority Leader.....................      147,599
24        Total                                            $459,998

25        Section 40.  The following named sums, or so much thereof
26    as  may  be  necessary,  respectively,  for  the  objects and
27    purposes hereinafter named, relating to the operation of  the
28    House  of  Representatives,  are  appropriated  to  meet  its
29    ordinary and contingent expenses:
30    For  the ordinary and incidental expenses of the

 1        general staff, operations, and  special  and
 2        standing  committees  of  the House, for per
 3        diem employees and for expenses incurred in
 4        transcribing and printing of House debates..   $4,861,188
 5    For the ordinary and incidental expenses of  the
 6        House,  also  including  the  purchasing  on
 7        contract  as  required  by  law of printing,
 8        binding,  printing  paper,  stationery   and
 9        office  supplies,  no part of which shall be
10        expended   for   expenses   of   purchasing,
11        handling or distributing such  supplies  and
12        against   which  no  indebtedness  shall  be
13        incurred without the written approval of the
14        Speaker of the House of Representatives.....       90,846
15    Pursuant   to   the    Legislative    Commission
16        Reorganization  Act  of 1984, to the Speaker
17        of the House for
18        Standing House Committees...................    2,168,047

20        Section 45.  The following named sum, or so much  thereof
21    as may be necessary, for the objects and purposes hereinafter
22    named,  relating to House membership, is appropriated to meet
23    the ordinary and contingent expenses of the House:
24    For travel, including expenses to
25      Springfield of members on official
26      legislative business during weeks when
27      the General Assembly is not in session .............$27,707

28        Section 47.  The following named sums, or so much thereof
29    as  may  be  necessary,  are  appropriated  for  expenses  in
30    connection with the planning and preparation of redistricting
31    of legislative and representative districts  as  required  by
32    Article IV, Section 3 of the Illinois Constitution of 1970:

 2        For the Minority Leader ....................      750,000
 3        Total                                          $1,500,000

 4        Section  50.  The  sum  of $64,581, or so much thereof as
 5    may be necessary, is appropriated from the  General  Assembly
 6    Operations  Revolving  Fund  to the Office of the Speaker, to
 7    meet the ordinary and contingent expenses of the House.

 8        Section 52.  The amount of $328,000, or so  much  thereof
 9    as may be necessary, is appropriated from the General Revenue
10    Fund  to  the General Assembly. Any use of funds appropriated
11    under this Section must be approved jointly by the  Clerk  of
12    the House of Representatives and the Secretary of the Senate.

13        Section 55.  As used in Sections 30 and 35 hereof, except
14    where   the   approval   of  the  Speaker  of  the  House  of
15    Representatives is expressly required for the expenditure  of
16    or the incurring of indebtedness against an appropriation for
17    certain  purchases on contract, "Speaker" means the leader of
18    the party having the largest number of members of  the  House
19    of  Representatives  as  of  January  13, 1999, and "Minority
20    Leader" means the leader  of  the  party  having  the  second
21    largest  number of members of the House of Representatives as
22    of January 13, 1999.

23        Section 99.  Effective date.  This Act takes effect  July
24    1, 2000.
