 1                    AMENDMENT TO HOUSE BILL 4089

 2        AMENDMENT NO.     .  Amend House Bill 4089  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  1.   Short title.  This Act may be cited as the
 5    Internet Voting Commission Act.

 6        Section 5.   Commission  created.   The  Internet  Voting
 7    Commission is created, consisting of 8 members of the General
 8    Assembly  and  8  public members.  The President and Minority
 9    Leader of the Senate and the Speaker and Minority  Leader  of
10    the House of Representatives shall each appoint 2 legislative
11    members and 2 public members.
12        The  Internet Voting Commission shall study and recommend
13    to the General Assembly a system of voting via  the  Internet
14    at  elections  in 2002 and thereafter. The Internet system of
15    voting shall  supplement  and  not  replace  existing  voting
16    systems.
17        The  Commission shall designate a chairman from among its
18    number, shall meet as frequently as necessary at the call  of
19    the  chair,  and  shall  report  its  findings to the General
20    Assembly   as   expeditiously   as    possible.    Commission
21    recommendations  shall take effect upon the effective date of
22    a Public Act that enacts them.

 1        Commission members  shall  receive  no  compensation  but
 2    shall  be reimbursed for expenses incurred in the performance
 3    of their duties from funds appropriated for that purpose.
 4        The Commission is abolished January 1, 2003.

 5        Section 10.  Repeal.  This Act  is  repealed  January  1,
 6    2003.

 7        Section  99.  Effective date.  This Act takes effect upon
 8    becoming law.".
