1 AN ACT to amend the Department of Commerce and Community
2 Affairs Law of the Civil Administrative Code of Illinois by
3 adding Section 605-322.
4 Be it enacted by the People of the State of Illinois,
5 represented in the General Assembly:
6 Section 5. The Department of Commerce and Community
7 Affairs Law of the Civil Administrative Code of Illinois is
8 amended by adding Section 605-322 as follows:
9 (20 ILCS 605/605-322 new)
10 Sec. 605-322. Federal Empowerment Zones.
11 (a) The Director, in conjunction with other State
12 agencies, shall develop, within existing resources, a plan to
13 maximize the State's opportunities to participate in the
14 federal empowerment zone and enterprise communities
15 initiative established under Subchapter U (commencing with
16 Section 1391) of Chapter 1 of Subtitle A of Title 26 of the
17 United States Code, and any subsequently enacted federal law
18 encompassing awards of empowerment zones and enterprise
19 communities.
20 (b) The plan shall also include the feasibility of
21 providing special consideration or bonus points, or both, for
22 applications for State grants or other State financial
23 assistance from communities that have adopted comprehensive
24 community development plans as defined by the federal
25 empowerment zone and enterprise communities program.
26 (c) The plan shall be submitted to the Governor and the
27 General Assembly no later than April 1, 2001.
