 1        AN ACT  to  amend  the  School  Code  by  adding  Section
 2    27-21.5.

 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:

 5        Section 5.  The School Code is amended by adding  Section
 6    27-21.5 as follows:

 7        (105 ILCS 5/27-21.5 new)
 8        Sec.   27-21.5.    Historical  documents,  writings,  and
 9    records.
10        (a) A school board may allow a teacher  or  administrator
11    of  a  school  district  to  read  or post in a public school
12    building, in a public school classroom, or at a public school
13    event all or any portion of the following:
14             (1)  the Magna Carta;
15             (2)  the Mayflower Compact;
16             (3)  the national motto;
17             (4)  the Declaration of Independence;
18             (5)  the Bill of Rights in the Constitution  of  the
19        United States;
20             (6)  the  Preamble  to the Constitution of the State
21        of Illinois;
22             (7)  the   writings,   speeches,    documents,    or
23        proclamations  of  the founding fathers or the Presidents
24        of the United States;
25             (8)  the national anthem;
26             (9)  the Pledge of Allegiance;
27             (10)  opinions of the United States  Supreme  Court;
28        or
29             (11)  Acts  of the United States Congress, including
30        the published text of the Congressional Record.
31        (b)  There  shall  be  no  content  based  censorship  of
32    American  history  or  heritage  based   on   any   religious

 1    references   contained  in  these  documents,  writings,  and
 2    records.

 3        Section 99.  Effective date.  This Act  takes  effect  on
 4    July 1, 2000.
