 1        AN ACT concerning soybean fuel.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  1.   Short  title.  This Act may be cited as the
 5    Soybean Fuel Act.

 6        Section 5.  Definitions.  As used in this Act:
 7        "Affected counties" has the meaning given to  it  in  the
 8    Vehicle Emissions Inspection Law.
 9        "B20  blend  fuel"  means  a  fuel blend that contains at
10    least 20% biodiesel fuel derived from soybeans  and  no  more
11    than 80% conventional diesel fuel derived from petroleum.
12        "Diesel  fuel"  means  any  product  intended  for use or
13    offered for sale as a fuel for engines in which the  fuel  is
14    injected  into the combustion chamber and ignited by pressure
15    without electric spark.

16        Section 10.  Retail sales.  Beginning July 1,  1999,  all
17    diesel  fuel sold at retail in an affected county must be B20
18    blend fuel.

19        Section 15.  State-owned vehicles.   Beginning  no  later
20    than  July   1,  1999,  the  Department of Central Management
21    Services and all other departments and agencies of the  State
22    shall  use  B20  blend fuel in all State-owned motor vehicles
23    capable of using  diesel  fuel,  whenever  economically   and
24    practically feasible.

25        Section  99.  Effective date.  This Act takes effect upon
26    becoming law.
