1 AN ACT to amend the Civil Administrative Code of Illinois
2 by adding Section 39c-7.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Civil Administrative Code of Illinois is
6 amended by adding Section 39c-7 as follows:
7 (20 ILCS 2505/39c-7 new)
8 (Section scheduled to be repealed on January 1, 2005)
9 Sec. 39c-7. Office of the Taxpayer Defender.
10 (a) The Department shall provide for, staff, and
11 administer an Office of the Taxpayer Defender to assess
12 problems individual taxpayers have with the Department and
13 assist in solving them. The Office of the Taxpayer Defender
14 shall act as a conduit between the Department and the
15 individual taxpayer. The Office shall have access to any
16 books, records, and databases of the Department of Revenue
17 and shall be subject to the same confidentiality requirements
18 concerning those books, records, and databases.
19 (b) The Office shall submit a written report of its
20 activities, problem resolution cases, and recommendations for
21 improvement, if any, to the Governor and the General Assembly
22 by February 1 of each year.
23 (c) This Section is repealed January 1, 2005.
24 Section 99. Effective date. This Act takes effect upon
25 becoming law.
