1 AN ACT to amend the Northeastern Illinois Planning Act by
2 changing Section 17.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Northeastern Illinois Planning Act is
6 amended by changing Section 17 as follows:
7 (70 ILCS 1705/17) (from Ch. 85, par. 1117)
8 Sec. 17. Powers. In addition to any other rights, powers,
9 duties or obligations set out elsewhere in this Act or
10 granted to it specifically under any other law, the
11 Commission has the powers set out in Sections 18 to 26,
12 inclusive. In the exercise of these powers or of any other
13 powers granted to it under this Act or specifically under any
14 other law, the Commission shall act solely as an advisory
15 body to units of government, to agencies of the State and
16 Federal governments, and to interested persons; its plans,
17 policies, research findings and recommendations shall have no
18 binding effect on such units of government, agencies, or
19 persons, or on the plans, policies or actions of such units
20 of government, agencies or persons.
