 1        AN ACT to amend the Unified Code of Corrections by adding
 2    Section 3-2-11.

 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:

 5        Section 5.  The Unified Code of Corrections is amended by
 6    adding Section 3-2-11 as follows:

 7        (730 ILCS 5/3-2-11 new)
 8        Sec. 3-2-11.  Gang Control Unit.
 9        (a)  There   is   created   within   the   Department  of
10    Corrections a Gang Control Unit to develop new  programs  and
11    to  coordinate  existing  programs  for  the control of gangs
12    within State correctional facilities. The  Director  must  be
13    given  access  to  all information, records, and documents in
14    the possession of the Gang Control Unit that  the  Department
15    deems  necessary  in  an  investigation.  Any reports must be
16    forwarded to the Commission. In addition,  the  Gang  Control
17    Unit  is  responsible for working with the Adult Division and
18    the Juvenile Division to monitor the  effectiveness  of  gang
19    control programs.
20        (b)  There  is  created an advisory committee to the Gang
21    Control Unit.  The Advisory Committee consists of 8  members,
22    2  each  appointed  by  the President of the Senate, Minority
23    Leader   of   the   Senate,   Speaker   of   the   House   of
24    Representatives, and the Minority  Leader  of  the  House  of
25    Representatives.  A chair must be elected from the membership
26    of  the Committee.  Members of the Committee must have had at
27    least 5 years of experience in the  control  of  gangs  while
28    working  in  the  fields  of  penology, corrections work, law
29    enforcement, sociology, law education, or social  work.   The
30    members  of  the  Advisory Committee must: (1) review current
31    Department  programs  that  seek  to   eliminate   gangs   in

 1    correctional  facilities,  (2) research gang control programs
 2    in  other  state  and  federal  facilities,  and   (3)   make
 3    recommendations  to  the  Gang  Control  Unit  regarding  new
 4    programs   aimed   at   reducing   gang  influence  in  State
 5    correctional facilities.  Each member of the  Committee  must
 6    receive  $200 for attendance at each meeting of the Committee
 7    and must  be  reimbursed  for  expenses  incurred  to  attend
 8    meetings of the Advisory Committee.
