 1        AN ACT concerning higher education, amending named Acts.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The Illinois Cooperative Work Study Program
 5    Act is amended by changing Section 3 as follows:

 6        (110 ILCS 225/3) (from Ch. 144, par. 2953)
 7        Sec. 3.   Creation  and  implementation  of  program.   A
 8    program   of   financial   assistance   to   support  student
 9    cooperative  work  study  programs  in  higher  education  is
10    established to benefit students academically and financially,
11    reduce  reliance  on  loans,  enhance  public-private  sector
12    partnerships,  and  encourage  students  to  seek   permanent
13    employment in Illinois.
14        The  Board  shall  administer  the  program  of financial
15    assistance and shall distribute the funds appropriated by the
16    General Assembly for this purpose in the form  of  grants  to
17    public  or  nonpublic  institutions  of  higher  education to
18    expand opportunities  for  students  to  pursue  internships,
19    clinical  placement,  cooperative  programs with business and
20    industry, and other work opportunities linked to a  student's
21    academic  program.   In  awarding  grants under this Act, the
22    Board shall consider whether programs:
23             (1)  strengthen    cooperation    between     higher
24        education, business, industry, and government;
25             (2)  promote school/college partnerships;
26             (3)  encourage    social   and   community   service
27        activities;
28             (4)  maximize the use of matching contributions from
29        business and industry, governmental and social  agencies,
30        and  participating  colleges  and universities to support
31        student wages;

 1             (5)  create  new  opportunities   for   partnerships
 2        between the public and private sectors;
 3             (6)  integrate other components of student financial
 4        aid to reduce reliance on student loans; and
 5             (7)  meet  other  criteria that the Board determines
 6        are appropriate.
 7        The Board shall assure that a  representative  number  of
 8    the  grants  support  cooperative  work  study  programs that
 9    support work experiences for students  in  academic  programs
10    related   to   of  engineering,  science,  math,  information
11    technology, and education.
12        No grant may  be  awarded  under  this  Section  for  any
13    program  of sectarian instruction or for any program designed
14    to serve a sectarian purpose.
15        As part of its administration of the Act, the  Board  may
16    require  evaluations, audits or reports in relation to fiscal
17    and academic aspects of any program  for  which  a  grant  is
18    awarded  under  this Act.  The Board shall annually submit to
19    the Governor and General Assembly a budgetary  recommendation
20    for grants under this Act.
21        The   Board  may  adopt  rules  it  deems  necessary  for
22    administration of this Act.

24        Section 10.  The Public Community College Act is  amended
25    by changing Section 3-37 as follows:

26        (110 ILCS 805/3-37) (from Ch. 122, par. 103-37)
27        Sec. 3-37. To build, buy or lease suitable buildings upon
28    a  site  approved  by the State Board and issue bonds, in the
29    manner provided in Article IIIA, or, with the prior  approval
30    of  the  Board of Higher Education and the Illinois Community
31    College Board, enter into  an  installment  loan  arrangement
32    with  a  financial  institution with a payback period of less

 1    than  20  years  provided  the  board  has  entered  into   a
 2    contractual  agreement  which  provides sufficient revenue to
 3    pay such loan in full from sources other  than  local  taxes,
 4    tuition,  or  State  appropriations  and  to provide adequate
 5    additional operation and maintenance funding for the term  of
 6    the  agreement,  for  the  purpose  of borrowing money to buy
 7    sites and to either or both buy or build and equip  buildings
 8    and  improvements,  and for the purpose of transferring funds
 9    to the Illinois Building Authority.
10        Any provision in a contractual agreement providing for an
11    installment loan agreement authorized by  this  Section  that
12    obligates  the State of Illinois is against public policy and
13    shall be null and void.

15        Section 99.  Effective date.  This Act takes effect  upon
16    becoming law.
