 1        AN  ACT  amending  the  Illinois  Vehicle  Code by adding
 2    Section 11-212.

 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:

 5        Section  5.  The  Illinois  Vehicle  Code  is  amended by
 6    adding Section 11-212 as follows:

 7        (625  ILCS  5/11-212 new)
 8        Sec. 11-212.  Traffic stop study.
 9        (a)  By July 1, 2000, the Department of State Police  and
10    all  local  law  enforcement  agencies within this State must
11    compile and report  to  the  Secretary  of  State,  on  forms
12    prescribed by the Secretary, all of the following information
13    regarding  traffic  stops  made  from  July  1,  1999 through
14    December 31, 1999 by officers of their respective  department
15    or agency:
16             (1)  The  number  of  drivers that have been stopped
17        for an alleged traffic violation.
18             (2)  The number of drivers that have been cited  for
19        an alleged traffic violation.
20             (3)  The  number  of drivers that have been arrested
21        for an alleged traffic violation.
22             (4)  For each  traffic  stop,  the  alleged  traffic
23        violation  that  led  to the stop, citation, or arrest of
24        the driver and whether or not the driver was convicted or
25        fined.
26             (5)  For  each  traffic  stop,  the  ethnicity,  the
27        approximate age, the gender, and the city  or  county  of
28        residence  of  the  law  enforcement  officer or officers
29        making the traffic stop.
30             (6)  For each traffic stop,  the  apparent  race  or
31        ethnicity,  the approximate age, the gender, and the city

 1        or county of residence of the driver and  all  passengers
 2        stopped for an alleged traffic violation.
 3        (b)  Upon  receiving  the reports specified in subsection
 4    (a) from the Department of State Police  and  all  local  law
 5    enforcement  agencies,  the  Secretary  of  State  shall,  by
 6    December  31, 2000, compile the data and send a report on the
 7    data to the President of the Senate and the Speaker of  House
 8    of Representatives.
 9        (c)  For  purposes  of this Section, "traffic stop" means
10    when a law  enforcement  officer  stops  a  vehicle  for  any
11    suspected  violation of this Code or a similar violation of a
12    local ordinance.

13        Section 99.  Effective date.  This Act takes effect  upon
14    becoming law.
