3 replacing lines 13 through 16 with the following:
4 "For any each employer whose contribution rate for 1988,
5 1989, 1990, the first, third, and fourth quarters of 1991,
6 1992, 1993, 1994, 1995, and 1997 and any calendar year
7 thereafter would, in the absence of this Section, be".
