 1        AN ACT to amend the Illinois Vehicle Code.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The  Illinois  Vehicle  Code  is  amended  by
 5    changing Section 3-801 as follows:

 6        (625 ILCS 5/3-801) (from Ch. 95 1/2, par. 3-801)
 7        Sec.  3-801.  Registration. (a) Except as provided herein
 8    for new residents, every owner of any vehicle which shall  be
 9    operated upon the public highways of this State shall, within
10    24 hours after becoming the owner or at such time as the such
11     vehicle becomes subject to registration under the provisions
12    of  this Act, file in an office of the Secretary of State, an
13    application for registration properly completed and executed.
14    New residents need not  secure  registration  until  30  days
15    after  establishing  residency  in  this  State, provided the
16    vehicle is properly registered in another  jurisdiction.   By
17    the  expiration  of such 30 day statutory grace period, a new
18    resident shall comply with the provisions  of  this  Act  and
19    apply for Illinois vehicle registration. All applications for
20    registration   shall  be  accompanied  by  all  documentation
21    required under the provisions of this  Act.  The  appropriate
22    registration  fees  and taxes provided for in this Article of
23    this Chapter shall be paid to the Secretary of State with the
24    application  for  registration   of   vehicles   subject   to
25    registration under this Act.
26        (b)  Any  resident of this State, who has been serving as
27    a member of the United States Armed Services outside  of  the
28    State of Illinois, need not secure registration until 45 days
29    after  returning to this State, provided the vehicle displays
30    temporary military registration.
31        (c)  When  an  application  is  submitted  by  mail,  the

 1    applicant may not submit cash or postage stamps  for  payment
 2    of  fees  or taxes due.  The Secretary in his discretion, may
 3    decline to accept a personal or company check in  payment  of
 4    fees  or  taxes.  An  application submitted to a dealer, or a
 5    remittance made to the Secretary of State shall be deemed  in
 6    compliance with this Section.
