 1        AN ACT concerning license plates.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The State Finance Act is  amended  by  adding
 5    Section 5.490 as follows:

 6        (30 ILCS 105/5.490 new)
 7        Sec.  5.490.   The Volunteer Emergency Services Personnel
 8    Injury Fund.

 9        Section 10.  The Illinois  Vehicle  Code  is  amended  by
10    adding Section 3-645 as follows:

12        Sec. 3-645.  Emergency service volunteer plates.
13        (a)  The   Secretary   of   State,  upon  receipt  of  an
14    application made in the form prescribed by the Secretary, may
15    issue  special  vehicle  registration  plates  designated  as
16    Emergency  Service  Volunteer  license  plates.  The  special
17    plates issued under this Section shall  be  affixed  only  to
18    passenger  vehicles  of the first division, motor vehicles of
19    the second division weighing  not  more  than  8,000  pounds,
20    recreational  vehicles  as  defined  in Section 1-169 of this
21    Code, and  subject  to  the  staggered  registration  system.
22    Plates  issued  under  this Section shall expire according to
23    the multi-year procedure established by  Section  3-414.1  of
24    this Code.
25        (b)  The  original application and subsequent renewals of
26    Emergency Service Volunteer plates must be accompanied  by  a
27    letter from the chief officer of a fire, rescue, or emergency
28    medical  service  stating  that  the applicant is currently a
29    volunteer for  the  respective  fire,  rescue,  or  emergency

 1    medical  service.  An Emergency Service Volunteer plate shall
 2    not be issued to an applicant who is not a volunteer  with  a
 3    fire,  rescue,  or emergency medical service and who does not
 4    provide the appropriate documentation. The design  and  color
 5    of the plates shall be within the discretion of the Secretary
 6    of  State,  except that the plates shall bear the applicant's
 7    radio call numbers, if applicable.
 8        (c)  An applicant shall be charged a $27 fee for original
 9    issuance in addition to the applicable registration fee.   Of
10    this   additional  fee,  $15  shall  be  deposited  into  the
11    Secretary of State Special License Plate Fund and  $12  shall
12    be  deposited into the Volunteer Emergency Services Personnel
13    Injury Fund.  For each registration  renewal  period,  a  $17
14    fee,  in  addition the appropriate registration fee, shall be
15    charged.  Of  this  fee,  $2  shall  be  deposited  into  the
16    Secretary  of  State Special License Plate Fund and $15 shall
17    be deposited into the Volunteer Emergency Services  Personnel
18    Injury Fund.
19        (d)  The  Volunteer  Emergency  Services Personnel Injury
20    Fund is created as a special fund in the State Treasury.  All
21    moneys in the Volunteer Emergency Services  Personnel  Injury
22    Fund shall be used, subject to appropriation, for the benefit
23    of  injured  volunteer  fire,  rescue,  or  emergency medical
24    service personnel who are injured while performing duties  as
25    volunteers.  The  Office  of  the  State  Fire  Marshal shall
26    establish guidelines for the use of these funds.

27        Section 99.  Effective date.  The Act shall  take  effect
28    upon becoming law.
