 1        AN  ACT  to  amend  the Criminal Code of 1961 by changing
 2    Section 1-2.

 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:

 5        Section  5.   The  Criminal  Code  of  1961 is amended by
 6    changing Section 1-2 as follows:

 7        (720 ILCS 5/1-2) (from Ch. 38, par. 1-2)
 8        Sec. 1-2. General purposes. The provisions of  this  Code
 9    shall  be  construed  in accordance with the general purposes
10    hereof, to:
11        (a)  Forbid and prevent the commission of offenses;
12        (b)  Define adequately the act  and  mental  state  which
13    constitute  each  offense,  and  limit  the  condemnation  of
14    conduct as criminal when it is without fault;
15        (c)  Prescribe  penalties that which are proportionate to
16    the seriousness of offenses and that which permit recognition
17    of  differences   in   rehabilitation   possibilities   among
18    individual offenders;
19        (d)  Prevent arbitrary or oppressive treatment of persons
20    accused or convicted of offenses.
