 1                     AMENDMENT TO HOUSE BILL 415

 2        AMENDMENT NO.     .  Amend House Bill  415  by  replacing
 3    the title with the following:
 4        "AN ACT concerning veterans' camping fees."; and

 5    by  replacing  everything  after the enacting clause with the
 6    following:

 7        "Section 5.  The Civil Administrative Code of Illinois is
 8    amended by changing Section 63a23 as follows:

 9        (20 ILCS 805/63a23) (from Ch. 127, par. 63a23)
10        Sec. 63a23. Campsites and housing facilities.  To provide
11    facilities for overnight tent and trailer camp sites  and  to
12    provide  suitable housing facilities for student and juvenile
13    overnight  camping  groups.   The   Department   of   Natural
14    Resources  may regulate, by administrative order, the fees to
15    be charged for tent and trailer camping units  at  individual
16    park areas based upon the facilities available.  However, for
17    campsites with access to showers or electricity, any Illinois
18    resident  who  is age 62 or older or has a Class 2 disability
19    as defined in Section 4A of the Illinois Identification  Card
20    Act shall be charged only one-half of the camping fee charged
21    to  the  general  public  during  the  period  Monday through

 1    Thursday of any week and shall be charged  the  same  camping
 2    fee  as  the general public on all other days.  For campsites
 3    without access to showers  or  electricity,  no  camping  fee
 4    authorized  by  this Section shall be charged to any resident
 5    of Illinois who has  a  Class  2  disability  as  defined  in
 6    Section  4A  of  the  Illinois  Identification Card Act.  For
 7    campsites  without  access  to  showers  or  electricity,  no
 8    camping fee authorized by this Section shall  be  charged  to
 9    any  resident  of Illinois who is age 62 or older for the use
10    of a camp site unit during the period Monday through Thursday
11    of any week.  The No camping fee authorized by  this  Section
12    shall  be  waived or discounted for a charged to any resident
13    of Illinois who is a disabled veteran or a former prisoner of
14    war, as set forth defined in Section 5 of the  Department  of
15    Veterans'  Affairs  Act.    Nonresidents shall be charged the
16    same fees as are authorized for the general public regardless
17    of age.  The  Department  shall  provide  by  regulation  for
18    suitable  proof of age, or either a valid driver's license or
19    a "Golden Age Passport"  issued  by  the  federal  government
20    shall  be  acceptable  as proof of age.  The Department shall
21    further provide by regulation that  notice  of  such  reduced
22    admission fees be posted in a conspicuous place and manner.
23        Reduced  fees  authorized in this Section shall not apply
24    to any charge for utility service.

26        Section 10.  The Department of Veterans' Affairs  Act  is
27    amended by changing Section 5 as follows:

28        (20 ILCS 2805/5) (from Ch. 126 1/2, par. 70)
29        Sec. 5.  Camping and park fees.
30        (a)  Every  veteran  who  is  a  resident of Illinois and
31    disabled may be eligible for an exemption from or a  discount
32    for  shall  be  exempt from all camping and admission fees in

 1    parks  under  the  control  of  the  Department  of   Natural
 2    Resources.   For  the  purpose  of  this  subsection  (a),  A
 3    resident disabled veteran is one who is permanently  disabled
 4    from service connected causes with 100% disability or one who
 5    has permanently lost the use of a leg or both legs or an  arm
 6    or  both arms or any combination thereof or any person who is
 7    so severely disabled as to be unable to move without the  aid
 8    of  crutches or a wheelchair shall be exempt from the camping
 9    and admission fees.  Other resident  disabled  veterans  with
10    30% or more disability from service connected causes shall be
11    charged  (i)  for the Class A and B campsites (campsites with
12    access to  showers  or  electricity)  only  one-half  of  the
13    camping  fee  charged to the general public during the period
14    Monday through Thursday of any week and shall be charged  the
15    same  camping fee as the general public on all other days and
16    (ii) for the Class  C  and  D  campsites  (campsites  without
17    access  to showers or electricity) no camping fee for any day
18    of the week. The Department shall issue free use  permits  to
19    those  eligible  veterans.   To  establish  eligibility,  the
20    veteran   shall   present  an  award  letter  or  some  other
21    identifying  disability  document,   together   with   proper
22    identification,  to any office of the Department.  Subject to
23    the approval of the  Department  of  Natural  Resources,  the
24    Department  of  Veterans' Affairs shall establish the form or
25    permit identifier to be issued.
26        (b)  Every veteran who is a resident of  Illinois  and  a
27    former  prisoner  of war shall be exempt from all camping and
28    admission fees in parks under the control of  the  Department
29    of  Natural  Resources.   For the purposes of this subsection
30    (b), a former prisoner of war is a veteran who was taken  and
31    held  prisoner by a hostile foreign force while participating
32    in an armed conflict as a member of the United  States  armed
33    forces.    Any   identification   card   or   other  form  of
34    identification issued  by  the  Veterans'  Administration  or

 1    other  governmental  agency which indicates the card-holder's
 2    former prisoner of war status shall be sufficient  to  accord
 3    such   card-holder   the   fee-exempt  admission  or  camping
 4    privileges under this subsection.
