1 AMENDMENT TO HOUSE BILL 321
2 AMENDMENT NO. . Amend House Bill 321, AS AMENDED, by
3 replacing the title with the following:
4 "AN ACT to amend the Metropolitan Water Reclamation
5 District Act by adding Sections 65.1 and 65.2."; and
6 by replacing everything after the enacting clause with the
7 following:
8 "Section 5. The Metropolitan Water Reclamation District
9 Act by adding Sections 65.1 and 65.2 as follows:
10 (70 ILCS 2605/65.1 new)
11 Sec. 65.1. Lagoons; Cook County. No reservoir, low
12 solids lagoon, or high solids lagoon shall be located in the
13 area southwest of the present high and low solids lagoons
14 described as follows:
15 Said Southwest area lies in Cook County between the
16 DesPlaines River on the north and the Sanitary and Ship
17 Canal on the south, and is bordered on the northeast by a
18 line which is parallel to and 2,000 feet to the northeast
19 of the centerline of LaGrange Road at the approximate
20 midpoint between the DesPlaines River and the Sanitary
21 and Ship Canal and is measured parallel to the Sanitary

1 and Ship Canal. The area from this line to the most
2 southwestern edge of the most southwesterly drying bed
3 cannot be converted to any other treatment process or
4 storage area for any product of the Metropolitan Water
5 Reclamation District. Said southwestern edge lies
6 between the DesPlaines River on the north and the
7 Sanitary and Ship Canal on the south, and is located
8 parallel to and 5,500 feet to the southwest of the
9 centerline of LaGrange Road at the approximate midpoint
10 between the DesPlaines River and the Sanitary and Ship
11 Canal and is measured parallel to the Sanitary and Ship
12 Canal.

14 Sec. 65.2. Treatment process area; Cook County. No
15 treatment process storage area for any product of the
16 Metropolitan Water Reclamation District or rail
17 transportation system shall be located in the tank farm area
18 or southwest of the most westerly drying bed described as
19 follows:
20 Said southwestern edge lies in Cook County between the
21 DesPlaines River on the north and the Sanitary and Ship
22 Canal on the south, and is located parallel to LaGrange
23 Road and 5,500 feet to the southwest of the centerline of
24 LaGrange Road at the approximate midpoint between the
25 DesPlaines River and the Sanitary and Ship Canal and is
26 measured parallel to the Sanitary and Ship Canal.".
