1 AN ACT to amend the Illinois Procurement Code by changing
2 Section 53-10.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Procurement Code is amended by
6 changing Section 53-10 as follows:
7 (30 ILCS 500/53-10)
8 Sec. 53-10. Concessions and leases of State property.
9 (a) Except for property under the jurisdiction of a
10 public institution of higher education, concessions,
11 including the assignment, license, sale, or transfer of
12 interests in or rights to discoveries, inventions, patents,
13 or copyrightable works, may be entered into by the State
14 agency with jurisdiction over the property, whether tangible
15 or intangible.
16 (b) Except for (1) property under the jurisdiction of a
17 public institution of higher education and (2) concessions of
18 less than 15 days, excluding set up and dismantling, per
19 location or event per year when such concessions offer or
20 display exhibits, goods, or services to the general public,
21 all concessions shall be reduced to writing and shall be
22 awarded under the provisions of Article 20, except that the
23 contract shall be awarded to the highest and best bidder or
24 offeror.

26 Section 99. Effective date. This Act takes effect upon
27 becoming law.
