Provides that a forest preserve district located in a county with a population in excess of 140,000 but less than 200,000 and contiguous to the Mississippi River may levy an annual tax for construction and maintenance of the park and buildings thereon at a rate not to exceed .02% (now .01%). Effective immediately.
