Requires the Board of Trustees of the University of Illinois to award 40 scholarships (for 2 years of undergraduate enrollment without payment of tuition and fees) to persons who have resided for a 2 year period preceding their application for a scholarship in the Lower West, South Lawndale, or Near West Side communities of Chicago. Requires the Board to promulgate regulations governing the application for and award of scholarships and for administration of the scholarship program. Effective immediately.
