Synopsis of Bill as introduced:
        Amends the Public Utilities Act.  Replaces the  words  "effective      
   date of this amendatory Act of 1996" with the actual date.                  
        SENATE AMENDMENT NO. 1.                                                
        Establishes specific criteria that must be met before the Illi-        
   nois Commission may issue a certificate for a crude oil pipeline. The       
   criteria relate to construction and operation standards, management         
   ability, and environmental safety requirements.
