Synopsis of Bill as introduced:
        Creates a committee, herein  called  the  Special  Committee,  to      
   investigate  and  hold hearings in regard to allegations of the misuse      
   of Chapter 1  federal  funds  by  Clemente  High  School  in  Chicago,      
   Illinois.  Establishes guidelines and other items as necessary for the      
   effective direction of the Special Committee.
