Short description: 
MANAGED CARE REFORM ACT OF 98                                              

Synopsis of Bill as introduced:
        Creates the Managed Care Reform Act of  1998.  Provides  for  the      
   regulation  of  managed  care  plans  by  the Department of Insurance.      
   Creates specific patient rights to disclosure, quality  of  care,  and      
   confidentiality.   Prohibits   restraints  on  communications  between      
   physicians and  patients.  Requires  the  establishment  of  grievance      
   procedures.  Requires utilization review programs to register with the      
   Department of Insurance. Effective January 1, 1999.
