Abolishes the State Teacher Certification Board and transfers its functions, duties, and powers to the Professional Teacher Standards Board. Amends the School Code, the Higher Education Student Assistance Act, the Clinical Psychologist Licensing Act, and the Professional Counselor and Clinical Professional Counselor Licensing Act to change references from the State Teacher Certification Board to the Professional Teacher Standards Board.
