Provides that a person who represents to an individual that the individual has been selected or may be eligible to receive a prize may not request and may not receive a payment from the individual in any form before the individual receives a written prize notice that contains certain information that is presented in a specific manner. Violation is a business offense and violation after notice of violation from the Attorney General or a State's attorney is a Class 4 felony. Contains other provisions.
