Short description: 
ENTERPRISE ZONE-MILITARY BASE                                              

Synopsis of Bill as introduced:
        Amends the Illinois  Enterprise  Zone  Act  by  making  technical      
   changes to the short title.                                                 
        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:                                                
          20 ILCS 655/1                                                        
          Adds reference to:                                                   
          20 ILCS 655/5.3                 from Ch. 67 1/2, par. 608            
        Deletes everything. Amends  the  Illinois  Enterprise  Zone  Act.      
   Provides that if (i) the county board of any county in which a current      
   military  base is located, in part or in whole, or in which a military      
   base that has been closed within the last 20 years is located, in part      
   or in whole, adopts a designating ordinance to designate the  military      
   base  as  an enterprise zone and (ii) the property otherwise qualifies      
   as an enterprise zone, then the Department of Commerce  and  Community      
   Affairs  may  certify  the designating ordinance or ordinances, as the      
   case may be.  Effective immediately.                                        
        HOUSE AMENDMENT NO. 2. (Tabled March 26, 1998)                         
          Adds reference to:                                                   
          20 ILCS 655/5.5                 from Ch. 67 1/2, par. 609.1          
        Further amends the Illinois Enterprise Zone Act.  Provides that a      
   business may receive  and  retain  a  designation  as  a  high  impact      
   business  if  (i)  the  business  was  previously designated as a high      
   impact business  and  lost  that  designation  24  months  before  the      
   effective  date  of  this amendatory Act, (ii) the business intends to      
   retain 800 full-time jobs, and  (iii)  the  business  has  a  Standard      
   Industrial  Classification  of 3321.  Provides that the new provisions      
   are inoperative after 3 years.                                              
        HOUSE AMENDMENT NO. 3.                                                 
        Provides that in Vermilion County an enterprise zone shall be  in      
   effect for 30 calendar years or for a lesser number of years specified      
   in   the  certified  designating  ordinance  (now  20  years  for  all      
   enterprise zones).
