Adds a caption to a Section concerning an insured's access to files after cancellation of a policy. HOUSE AMENDMENT NO. 1. Deletes reference to: 305 ILCS 5/5-16.3 Adds reference to: New Act Replaces the title and everything after the enacting clause. Creates the Managed Care Responsibility to Members Act. Provides for the regulation of managed care plans by the Department of Insurance. Creates specific patient rights to disclosure, quality of care, and confidentiality. Prohibits restraints on communications between physicians and patients. Requires the establishment of grievance procedures. Requires utilization review programs to register with the Department of Insurance. Effective January 1, 1998.
