Provides that any moneys in the Federal Support Agreement Revolving Fund that are appropriated to pay for weekly allowances for students in the Lincoln's Challenge Program may be deposited by the Department of Military Affairs into a savings and loan association or State or national bank in this State. Provides that those moneys shall be managed by the Department of Military Affairs in accordance with certain laws, rules, and regulations. Effective immediately.
