Provides that only pawnbrokers operating in a county with less than 5,000,000 inhabitants or in unincorporated Cook County shall be required to make the report required under the Act. Provides that pawnbrokers operating within unincorporated Cook County shall also be required to report to the Cook County Sheriff's Police Department. Effective immediately.
