Short description: 
DHS-HEALTHY FAMILY INITIATIVE                                              

Synopsis of Bill as introduced:
        Amends the Civil Administrative Code of Illinois.  Provides  that      
   the  Department  of  Human  Services (now Department of Public Health)      
   shall administer the Healthy Families Initiative.  Provides  that  the      
   Department   shall   establish   local  steering  committees  for  the      
   Initiative  and  may  focus  implementation  of  the   Initiative   in      
   communities  with  a  high  incidence  of  child  abuse.   Deletes the      
   provisions concerning the comprehensive inventory of  home  visitation      
   services.  Effective immediately.                                           
        HOUSE AMENDMENT NO. 1.                                                 
        Provides that the steering committee  for  the  Healthy  Families      
   Initiative  convened by the Department of Human Services shall include      
   as many committee members as possible who were appointed under  Public      
   Act  88-614,  provided  that  no more than 50% of the members shall be      
   service providers receiving grants under the Initiative.

          In the opinion of DCCA, HB1303 fails to create a State mandate.
