Short description: 
HEALTHY START INS PLAN ACT                                                 

Synopsis of Bill as introduced:
        Creates the Healthy Start Insurance Plan  Act.   Establishes  the      
   Healthy Start Insurance Plan to provide insurance coverage for persons      
   under  the  age  of 19 whose family meets certain income and residency      
   criteria.   Provides  that  coverage  under  the  Plan  is   secondary      
   coverage.  Provides for payment of premiums of the coverage.  Provides      
   for  the Plan to be administered by the Comprehensive Health Insurance      
   Plan Board.  Provides for coverage under the Plan to be made available      
   beginning July 1, 1998.  Effective immediately.                             
        HOUSE AMENDMENT NO. 1.                                                 
        Provides that coverage shall be phased in for children  beginning      
   with  children  under the age of 12 during fiscal year 1999.  Provides      
   that premiums shall be based on a percentage of a  plan  market  rate.      
   Provides for the plan to be implemented by January 1, 1999 rather than      
   July 1, 1998.                                                               
          HOME RULE NOTE                                                       
          HB1302, with H-am 1, does not preempt home rule authority.           
        HOUSE AMENDMENT NO. 4.                                                 
        Provides for the program to be administered by the Department  of      
   Human  Services  rather  than  the  CHIPS  Board.    Provides that the      
   Department may enter into an intergovernmental agreement  under  which      
   it  delegates any or all of its powers and duties under the Act to the      
   Board or the Department of Public Aid.  Provides that the  program  is      
   to be available for children through age 12.  Provides for the program      
   to  be  phased in beginning with children who are under 9 years old in      
   1999.
