Short description: 
VEH CD-KENNEDY EXPRESSWAY LANE                                             

Synopsis of Bill as introduced:
        Amends the Illinois Vehicle Code to provide that  a  vehicle  may      
   not  be  driven  in  any express lane on the Kennedy Expressway from 7      
   o'clock a.m. to 9 o'clock a.m. and from 3 o'clock p.m.  to  6  o'clock      
   p.m.  unless  at  least  2  people  are  in the vehicle.  Requires the      
   Department  of  Natural  Resources  to  conduct   a   study   of   the      
   effectiveness  of  this  provision  on  car  pooling.    Repeals these      
   provisions one year after the effective date of this amendatory Act of      
   1997.  Effective immediately.                                               
        HOUSE AMENDMENT NO. 1.                                                 
        Exempts  motorcycles,  motor   driven   cycles,   and   motorized      
   pedalcycles  from  the  provisions  requiring  a  least  2 people in a      
   vehicle driven in an express lane on the Kennedy Expressway.                
        HOUSE AMENDMENT NO. 2.                                                 
        Provides that a person found guilty of violation of the pro-           
   visions concerning the restrictions on driving in the express lane          
   shall pay a fine of $100 for a first offense, $250 for a second             
   offense, and $500 for a third or subsequent offense.
