Short description: MUNI UTIL-WHEELING-REFERENDUM Synopsis of Bill as introduced: Amends the Illinois Municipal Code to abolish referendum requirements in connection with municipal operation of utilities. Amends the Public Utilities Act. Requires the Illinois Commerce Commission to establish a program for the wheeling of electricity on behalf of municipal customers. Provides that the Commission shall establish by rule the terms and conditions, if any, under which a utility may recover the costs of investment in facilities rendered unnecessary because of wheeling.
