Applies to certain persons applying for retirement in 1998. Grants up to 5 years of creditable service and 5 years of age enhancement. Requires an employer contribution and an employee contribution. Accelerates the automatic annual increase. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately. PENSION IMPACT NOTE The cost of the early retirement incentive program contained in HB 954 has not been determined, but is estimated to be sub- stantial.
