Synopsis of Bill as introduced:
        Amend  the  Public  Utilities  Act.  Requires  telecommunications      
   carriers that provide local exchange  telecommunications  services  to      
   block  access  to  pay-per-call audio text information services unless      
   the customer requests, in writing, access to the calls.
