Short description: 
PATIENT COMMUNICATION ACT                                                  

Synopsis of Bill as introduced:
        Creates the Illinois Patient Communication Act.  Bars  an  entity      
   offering  a  health  plan from interfering with certain communications      
   between a health care  provider  and  a  patient  through  contractual      
   provisions,  policies, or retaliatory actions taken against the health      
   care provider. Provides for civil penalties  and  private  enforcement      
   actions.   Amends   the  State  Finance  Act  to  create  the  Patient      
   Communication Administration Fund.                                          
          FISCAL NOTE (Dept. Public Health)                                    
          Fiscal impact is indeterminable. Significant cost may be incur-      
          red, an indeterminable amount of which may be offset by funds        
          available from the Patient Communication Administration Fund.

          Further staff would require $176,900, which cost may be covered      
          by deposits into the Patient Communication Administration Fund.      
          The Dept. would be unable to absorb the new program activities       
          within its current staff.

   Amends  the Counties Code, Illinois Municipal Code, Illinois Insurance      
   Code, Health Maintenance Organization Act,  and  Illinois  Public  Aid      
   Code.   Provides that benefits under those Acts must include an annual      
   mammogram for women age 40 and over.  Effective immediately.
