Short description: 
LOCAL GOVT-SCH-USE SOY INK                                                 

Synopsis of Bill as introduced:
        Creates the Soybean Ink Act.  Requires contractors to use soybean      
   oil-based ink in  providing  printing  services  for  units  of  local      
   government  and school districts unless the local government or school      
   district determines another type ink is required for quality  or  cost      
   reasons.                                                                    
          STATE MANDATES FISCAL NOTE                                           
          In the opinion of DCCA, HB 316 fails to create a State mandate       
          under the State Mandates Act.                                        
          FISCAL NOTE (DCCA)                                                   
          HB 316 does not have a fiscal impact on this Dept.
