Provides that a State agency may enter into a contract with a private entity (rather than having the work done by State employees) only if specified conditions are met. Applies to contracts executed after the Act takes effect. STATE MANDATES FISCAL NOTE HB 194 fails to create a State mandate. FISCAL NOTE (DCMS) There would be significant additional costs for services and for agency operations and administration. HOME RULE NOTE HB194 does not preempt the home rule powers of local gov't.
