        Amends provisions of the Code of Civil Procedure  concerning  the      
   inspection  of  the  records  of  hospitals, healthcare practitioners;      
   clinical psychologists, and clinical social workers.  Adds  provisions      
   relating  to  charges  for  copies.    Adds provisions relating to the      
   copying of records of attorneys.   Amends  the  Workers'  Compensation      
   Act  and  the  Workers'  Occupational  Diseases Act.  Makes changes in      
   relation to the following:    determination  of  usual  and  customary      
   health  care charges; processing of payments to health care providers;      
   failure of employers to pay  health  care  charges;  disputes  between      
   employers and health care providers; disputes regarding reasonableness      
   of  health  care  charges; collection matters; compilation of data and      
   determination  of  usual  and  customary  charges  by  the  Industrial      
   Commission; and other  matters.     Creates  a  Workers'  Compensation      
   Health  Care  Payment  Dispute  Resolution  Board  to resolve disputes      
   between employers and health care  providers  concerning  payment  for      
   health care services.  Effective January 1, 1999.
