Deletes provisions requiring vacancies in nomination after certification of candidates but prior to 15 days before the election shall be filled within 8 days after the event creating the vacancy. Provides that any vacancies occurring on or after the date of certification of candidates (now 15 days or less before an election) shall not be filled.
