SIEBEN-CLAYBORNE.

(FANTIN-KUBIK-PANKAU)

   New Act                                                                     

        Creates  the  Illinois  Building  Commission  Act.   Creates   an      
   11-member  advisory  commission.   Allows  the  Commission  to suggest      
   resolutions for conflicts between State agencies or a State agency and      
   other entities concerning the agency's building requirements. Provides      
   that the Commission shall review building requirement  amendments  and      
   proposed  legislation  for  conflicting  requirements  to current law.      
   Requires the Commission to suggest  a  standard  form  for  requesting      
   compliance   alternatives   and   modifications   of   State  building      
   requirements, to forward all compliance alternative  requests  to  the      
   appropriate  State  agency  for  action, and to suggest procedures and      
   formats for appeals of State  agency  decisions.   Provides  that  the      
   Commission   shall   suggest   a   long-term   plan   to  improve  the      
   administration  and  enforcement  of  State   building   requirements.      
   Requires the Commission to submit an annual report to the Governor and      
   the  General  Assembly.   Requires  the  report to be available to the      
   public.  Provides that the Commission members shall appoint members to      
   subcommittees.                                                              
        SENATE AMENDMENT NO. 1.                                                
          Adds reference to:                                                   
          20 ILCS 605/46.69 new                                                
        Allows the Commission to appoint  non-members  to  subcommittees.      
   Provides  that  the  Commission  shall  submit suggestions on ways the      
   Department  of  Commerce  and  Community  Affairs   could   create   a      
   consolidated  clearinghouse of all information concerning all existing      
   State  building  requirements  to  the  Department.  Provides that the      
   Department of Public Health shall assist the Commission in    carrying      
   out  its  functions and responsibility by providing administrative and      
   staff support.  Requires the Commission to advise  the  Department  of      
   its  budgetary  and staff needs.  Amends the Civil Administrative Code      
   of Illinois.  Provides that the Department of Commerce  and  Community      
   Affairs  shall  establish  a consolidated clearinghouse on information      
   concerning  all  State  building  requirements  after  receiving   the      
   recommendations  from  the  Commission.   Requires  the  Department to      
   assist the public in determining  which  State  building  requirements      
   apply to any specified project.                                             
        SENATE AMENDMENT NO. 2.                                                
        Provides that reimbursement of the Commission  members  shall  be      
   consistent  with  the  rules  of  the  Governor's Travel Control Board      
   rather than the Illinois Department  of  Central  Management  Services      
   rules, as approved by the Governor's Travel Control Board.
