RAUSCHENBERGER. 220 ILCS 5/9-201.3 new Amends the Public Utilities Act. Authorizes the Commission to establish alternative forms of regulation. Establishes minimum requirements for alternative forms of regulation. Beginning January 1, 1999, requires the Commission to conduct an annual review the rates of each public utility that is not subject to an alternative form of regulation.
