MADIGAN,MJ-MOFFITT-SMITH,MICHAEL-LEITCH-SLONE AND HANNIG. 55 ILCS 5/5-12001 from Ch. 34, par. 5-12001 510 ILCS 77/65 new Amends the Counties Code and the Livestock Management Facilities Act. Provides that a new livestock management facility or livestock waste handling facility of 500 or greater animal units may not begin or continue construction or expansion or begin operation without approval of the county board or municipal corporate authorities. Makes this power of the county board an exception to the general prohibition in the Counties Code against county regulation of land used for agricultural purposes. Effective immediately. HOUSE AMENDMENT NO. 1. Adds reference to: 110 ILCS 305/7h new 510 ILCS 77/12 new Amends the University of Illinois Act. Provides that the Board of Trustees of the University of Illinois shall direct the College of Agriculture, Consumer, and Environmental Sciences to prepare a report on the increase in large scale hog production facilities and the effect of those facilities on navigable waterways and aquifers in Illinois; on small family hog farmers in Illinois; and on grain production, grain prices, and grain farmers in Illinois. Provides that the report shall be completed no later than January 15, 1999. Further amends the Livestock Management Facilities Act. Prohibits the commencement of operation of new livestock management or waste handling facilities of 500 or more animal units (and the commencement of operation of the expanded portions of expanded facilities) during 1998.
